30 per cent of all rapes by live-in partners, on promise of marriage

Women reported being raped by strangers only in four percent of the 2,069 rape cases registered with police till mid December, 2014.

In any case, incidents of alleged rape in the national capital in 2014 have gone up by almost one-third since the previous year, police revealed during a press conference on Friday. Twenty per cent of the rape cases this year remain unsolved, said police. Culprits in 60 per cent of the solved cases were nabbed within a week of the crime being reported, police claimed.

Friends of victims or of their family members were the main perpetrators of the crime, accounting for about 45 per cent of the reported rapes in Delhi this year. Other main perpetrators were neighbours at 20 per cent and relatives in 13 per cent of rape incidents, Delhi Police's annual report said.

Over 4,000 complaints of molestation, a 25 per cent rise since 2013, were registered during the same period. Police managed to solve 67 per cent of these cases. A senior officer told Deccan Herald that the involvement of strangers in molestation incidents was higher as compared to rapes because of which many culprits continued to roam scot-free.

Police's ability to work out complaints related to eve-teasing has been even poorer. Of the 1,282 such cases registered till mid-December last year, only 54 per cent were solved. Incidents of eve-teasing increased by 45 per cent over one year. Commissioner of Police B S Bassi said women are being trained to fill the "physical capacity gap". He said Delhi women would be trained to take on men when harassed or not given due respect.

Over 15,000 women in the capital have been trained in self-defence this year and about 1.25 lakh over the last 12 years. Apart from the basic self-defence techniques, they are also taught how to use their belongings like pens, dupattas and handbags to protect themselves from molesters and snatchers.

Bassi, however, said that was not adequate. He said he wanted to see women undergo unarmed combat training for a year and emerge with a minimum of a brown belt in karate. Reported by Deccan Herald 20 hours ago.
