CAG: Maharashtra government neglects welfare of girl child

The state government fared poorly in its implementation of various schemes aimed at improving the lot of women and children, said the Comptroller and Auditor General of India (CAG) in its report on the general and social sector for the year ended March 2014.

The child sex ratio in the state has declined from 913 as per the 2001 census to 894 in 2011, CAG found in its performance audit of schemes for protection of the girl child between 2009 and 2014. This was because of an absence of an annual state and district-level child protection plan, the CAG report said.

The report added that between 2010 and 2014, 34% girls in the tribal district of Nandurbar were underweight.

The report has also pointed out that child marriage cases were under-reported by the government. There were delays in nominating child marriage prohibition officers in rural areas while no officers were nominated in the urban areas.

CAG has also highlighted that the state had 2.30 lakh girls in the age group of 11 to 14 years who were out of school as on March 2014.

The CAG report has pointed out that out of a total 97,155 Anganwadi centres in the state, 53% did not have toilet facilities while 84% did not have electric supply.

CAG found that the state faced problems in providing supplementary nutrition through anganwadi centres.

The scheme for imparting self-defence training to girl students as well as providing incentive to girls for completing secondary education was not implemented in any of the 35 districts in the state.
